Regional Global Employment Advsior, Africa

The U.S. Department of State, Family Liaison Office (FLO) has an immediate requirement for a part-time, home-office-based contractor to provide the program management support services defined by this document.

Minimum Requirements

Qualifications
·         Must be able to work legally in Kenya.  ·         Must have experience working with Americans. ·         Fluent in English.
Knowledge Required:
·         Thorough knowledge of working on the local economy as an expatriate and ability to coach clients concerning work on the local economy.·         Knowledge of basic cultural differences, especially as these differences relate to the workplace.·         Familiarity with non-government and private sector employment, local and international employment trends, practices, and organization.
 Skills Required:
·         Ability to present information clearly to a group.·          Ability to develop and maintain a network of contacts.·         Skill in writing cover letters and resumes using the latest formats.·         Demonstrated experience designing and delivering training workshops.·         Ability to plan and prioritize work and to work independently with little to no supervision.·         Ability to be a team player and develop strong working relationships with post management, the Community Liaison Officer, FLO, the GEA team,
         clients, and contacts.
·         Ability to use spreadsheets, presentation graphics, word processing and Skype.·         Ability to research job opportunities and contacts through the internet and LinkedIn.·          Excellent customer service and problem-solving skills.·          Must be able to market the program to embassy family members and develop and maintain a client base.
 Desired Knowledge and Skills:·         Ability to communicate effectively in local language.·        Counseling/life coaching experience. ·         Knowledge of or membership in business associations within the region.

Job Specification

Background

The Family Liaison Office's mission is to improve the quality of life for Foreign Service families serving abroad by identifying issues, advocating for solutions, providing client services, and managing the worldwide Community Liaison Office (CLO) program. Our major areas of interest are Family Member Employment, Education and Youth, and Support Services for those experiencing a personal or post crisis. We deliver services in these areas through individual counseling, training and presentations, publications, and the CLO program. Specifically, in the area of family member employment, some family members find work at the Embassy or Consulate, others seek employment on the economy of the host country, and some seek other meaningful career development opportunities.  The Family Liaison Office (FLO) has established a program to assist family members in seeking employment - the Global Employment Initiative (GEI).  Regional Global Employment Advisors (GEAs) support family members in numerous ways in their quest to find meaningful career development opportunities. Below is a description of essential functions of a Regional GEA.

Essential Functions
Regional Global Employment Advisor (GEA):
The Regional Global Employment Advisor (GEA) is responsible for providing a variety of client services to assist spouses and family members of direct-hire U.S. government employees serving overseas to explore employment and professional development options.   Options may be both inside and outside the embassy. Services will be delivered virtually and in person through individual counseling, training and presentations, publications, networking with businesses, and access to a GEA-developed regional and local network database/contact file.
 The Regional GEA reports to the Global Employment Initiative (GEI) Program Officer in FLO.  The work week will normally be 20 hours; the individual work schedule will be determined by FLO. Weekend work and scheduled extra hours may be required during periods of travel.  
Duties: 
1.       Provide individual client counseling personally and/or through electronic communication in order to assist in the job search process.  Be aware of and sensitive to the employment issues facing Foreign Service family members in a mobile lifestyle.  Provide feedback and advice on ways to improve their marketability through delivery of in-person workshops or webinars addressing issues such as resume writing, networking, interviewing skills, and drafting acceptable cover letters.  Explore other career development options and support client skills assessment.
 
2.       Develop, build, and maintain a regional network of contacts in private corporations, non-government organizations, American Chamber of Commerce, local and regional recruiters, and officials from the diplomatic community, including the Economic and Public Affairs officers, that can be used to make personal introductions to clients, keeping in mind the cultural norms of the host countries. 
3.       
Provide regional networking assistance. In countries where there is no bilateral work agreement or language barriers, provide information and support on teleworking, home-based business and free lance options, volunteering and continuing education.
 4.       Maintain regular virtual communication with clients on their participation in the program to provide encouragement and for tracking purposes.
 
5.       Brief in-coming or bidding family members on employment options.
 6.        Travel to larger posts annually (over 50 family members) to build relationships with the business community, embassy contacts, CLO, and family members and to promote GEI services.   May include up to 7 three- day trips which could be combined.  Most travel is in the fall months.  Residual trips may be made in the spring.
7.       Communicate periodically with Human Resource Officers regarding availability of jobs within the mission, as well as information and requirements of the local labor law and the work permit process.
 8.       Coordinate and work with CLO to maximize communication with family members through electronic communication, meetings, orientation program and social activities as appropriate.
9.       Administer ongoing marketing program to promote the features and benefits of the program to clients.
 10.   Create and maintain the following databases as a job aid – (a)    potential employers on the local economy by country; (b)   list services and job search sites related to employment in your region and/or by country;  and(c)   volunteer opportunities throughout the expatriate community, NGOs, and mission by country.
11.   Produce, edit, or update FLO employment publications/resources as requested.
 
12.   Prepare monthly and other reports, as required.
