The Embassy The Mission of the Embassy of Sweden in Tanzania is to enhance and further develop the partnership relation between Tanzania and Sweden. The work of the mission comprises development co-operation, political dialogue and reporting, promotion and information, migration and consular matters administration. Swedish development cooperation with Tanzania is carried out by the Development Cooperation Division, DCD. The current Results Strategy guiding Swedish development cooperation with Tanzania is valid 2013-2019 and focuses on three main results areas: More jobs and developed energy and agricultural markets; Improved education and increased entrepreneurship; and Strengthened democratic accountability and transparency, and increased awareness of human rights GPE The Global Partnership for Education (GPE) provides financial and technical support to developing-country partners, focusing on supporting education of children from early primary school through secondary school. The Swedish International Development Cooperation Agency (Sida) has been appointed as the supervising entity for Tanzania and is represented by the Embassy of Sweden. The United Republic of Tanzania became a member of the Global Partnership in March 2013. The application of the Zanzibar GPE Implementation Programme was granted by GPE in May 2013. Tanzania Mainland has also submitted a grant application to GPE.
Qualifications & Experience:
Qualifications
• Master's degree within the area of public financial management or education, or related fields of expertise, with at least 5 years of experience or equivalent combination of education and experience;
• Excellent working knowledge of Kiswahili and English language, including reading and writing.
• Knowledge of the Tanzanian public financial management system;
• Experience of contribution management/project management within international development cooperation, including financial follow up and risk analysis, programme accounting and financial reporting, funding flows and expenditure tracking, procurement procedures, and internal and external auditing.
• Team player with ability to cooperate, listen and communicate with colleagues and external partners.
• Good judgment and self-knowledge.
• Ability to represent and pursue Swedish values, policies and positions.
• Results-focused with ability to take initiatives, work independently, make own judge/ assessments, follow up and finalize tasks
• Proven analytical capacity.
Merits
• Extensive knowledge and experience of the education sector in Zanzibar (for position related to GPE Zanzibar) and in Mainland Tanzania (for position related to GPE Mainland Tanzania)

Description of duties/tasks:
The main task of the program officer is to support Sweden in its role as Supervising Entity for the GPE grant to Zanzibar and/or Mainland Tanzania, and ensure close follow up on conditions in the Specific Agreements between Zanzibar and Mainland Tanzania Governments as regards to GPE;
Example of tasks:
• Closely support and monitor the implementation of the GPE programme together with the Ministry of Education and Vocational Training in Zanzibar and Mainland Tanzania;
• Fiduciary and administrative responsibilities in relation to the grant;
• Follow up on the grant agreement on GPE funds to Tanzania and the related tasks;
• Safeguard the use of transferred funds in accordance with Sida's procedures and policies;
• Follow Sida's framework to combat fraud and corruption, as well as the GPE Protocol Regarding Misuse of GPE Funds;
• Identify appropriate measures and actions to resolve issues that may prevent achieving the grant objectives in consultation with partners;
• Inform the Zanzibar Education Sector Committee (ZESC)/Education Sector Development Committee (ESDC) on progress, delays, and changes in the implementation of the activities on a quarterly basis;
• Report to relevant stakeholders on progress of the grant, including an annual implementation progress report and a review of the overall progress of the grant at least once every six months;
• Support the Ministry of Education and Vocational Training in Zanzibar and Mainland respectively in providing information on grant implementation progress during joint sector reviews;
• Undertake revisions to the implementation programme in adherence with Sida's internal processes and GPE policies and procedures;
• Will take part to relevant meetings between ministries of education in Zanzibar and Mainland Tanzania and other key education partners;
• Furthermore, as part of the Embassy team, the programme officers will:
• Contribute to the preparation of annual work plans and reports to Sida and the Swedish government as well as other required reporting;
• Represent the DCD /Embassy in conferences, meetings, etc.;
• Participate in relevant Sida policy networks and sub-networks;
• Be part of the Embassy education cluster, led by the Programme Officer for Education
• Report to the Head of Development Cooperation Division
Terms of employment:
Maximum employment of four years
Salary by agreement
Probationary period of six months is applied
It is expected that one position will work mainly with Zanzibar, including spending 30-50% of time on Zanzibar, and the other with Tanzania Mainland.
