The ideal candidate should have examlary leadership skills,a strategic thinker,innovative and with significant experience in building public-private partnership(PPP) preferably in the dairy sector.In addition,he/she should have masters degree or equivalent in the field of Agriculture Economics,Business Administration,Rural Development,Enterprices Development or othe related field.A minimum of 5 years in a mix of economics growth/trade,value chain competitivess,Investment prormotion or agriculture development and minimum of 3 years management level work experience is essential
Main Duties and Responsibilities:
The country Program Manager will provide the overall leadership to staff and other EADD partners in the implementation of all components of EADD-2 project in Tanzania and serving as liaison between the projrct and all stakeholders.To this end,he/she will assume the overall responsibility of assuring quality in service delivery of field operations including compliance with institutional mission and objectives.This is in addition to being responsible for prparing annual plans and budgets including long-term(5 years) detailed implementation plans for all major activities.He/she provide leadership i collaboration with implementing partner organizations,in developning monitoring and evaluation framework and ensure that outcomes are achieved
More specifically,the CPM will provide leadership,coaching and mentorship with a view to:
-Facilitate the transformation of producer organizations(POs) into formal collective enterprises that stimulate rural dairy business hub
-Identify critical investment needs among key producer organiztions
-Mobilize POs improve value propostion for members
-Identify and develop investment and financing options in dairy value chains the view to increase net returns to actors
-Design and roll out appropriate support intervention to improve milk quality and value addition capacity
-Facilitate development of business planning guidelines and conduct strategic business planning sessions for member organizations
-Identify MFIs/Banks ready to engage with POs and agro entrepreneurs and assist in developing proposals for funding
-Provide ongoing support to member organization with the view to increase production and business capacity
-Develop the capacity of input service providers and their linkage with POs
Selection Criteria:
-Proven team leadership and supervisory skils with ability to train and work cooperatively with a diverse staff,including field staff in several location
-Demonstrated experience in strengthing producer organizations(POs) with a view to build critical mass of producers and promote economies of scale
-Proven experience in strengthing business relationships with the key industry actors with a view to addressing policy related issues/constraints,creating enabling environment and influencing industry standards
-Demonstrated knowledge of the latest developments in advancing good/best practices in value development that reaches women,youth,the poor and the very poor
-Experience in implementing supply promotion/demand stimultaion strategies in the context of dairy sub-sector
-Ability to integrate financial and non financial services within a value chain with the view to foster transparency,trust lotality and build strong relationsip between chain actors and service providers
-Proven interpersonal and communication skills with ability to relate to individuals and groups diplomatically and tactfully
-Demonstrate ability to communicate in English and Kiswhahili
