Position Title: Knowledge Management and Learning Coordinator

Department: LEAD Project

Reports to: LEAD Deputy Chief of Party, Program Quality and KIM

Location: Dar es Salaam, Tanzania

Background

The LEAD Project is a follow up project to AIDSRelief which supports quality HIV care and treatment, TB/HIV and PMTCT services in Mara, Manyara and Tanga Regions. The project is implemented by a consortium of four organizations, led by Catholic Relief Services (CRS), and includes Interchurch Medical Assistance - World Health (IMA), University of Maryland School of Medicine - Institute of Human Virology (UMSOM-IHV) and Futures Group International. The LEAD Project works with the National AIDS Control Programme (NACP), Regional/Council Health Management Teams (R/CHMTs), and Faith Based Organizations (FBOs) to strengthen local capacity and enhance local ownership in the provision of comprehensive HIV care and support, including use of ART. The key program areas covered are: PMTCT, adult care and support, adult treatment, pediatric care and support, pediatric treatment, TB/HIV and laboratory infrastructure.

The overall goal of the LEAD Project is to ensure that people living with HIV/AIDS (PLHA) and their families experience improved health and wellbeing. LEAD Project is putting efforts to increase uptake of more efficacious ARV regimens for HIV positive pregnant, improve HIV Early Infant Diagnosis (HEID) among exposed infants, increase enrollment and retention of children into comprehensive HIV care, treatment, and support services and ensure maximum ART retention.

Position Summary

Under the guidance of the Deputy Chief of Party for Program Quality/Knowledge Information Management, the Knowledge Management and Learning Coordinator will forge and sustain linkages with consortium members and partner treatment facilities to generate, analyze, and disseminate knowledge and information for quality monitoring, planning, adjustment and re-prioritization of efforts and resources. S/he will ensure coordinated collection, compilation, and sharing of all information generated by LEAD’s activities including: field trip, progress, and other implementation reports, donor compliance reports, Site Capacity Assessments, quarterly data reports and external communications, publicity and general awareness materials. S/he will travel to the field to monitor the implementation of recommendations and workplans.

Specific Tasks

Knowledge and Information Management:

Develop a well-integrated, connected efficient system to enable systematic data and information collection and utilization, capturing all of the data and information generated by the LEAD program

Manage the submission, analysis and follow up of LPTF, trip, training reports and reports from external stakeholders to the health facilities;

1. Ensure the timely submission of LPTF, trip and training reports to the PQ/KIM Unit. 
2. Flag missing trip and training reports per field visit schedule, and follow up with appropriate staff 

3. Review trip, progress, training reports and external visit reports and identify actions/recommendations for follow up. 

4. Systematically disseminate actions/recommendations to consortium members and monitor their implementation. 
5. Ensure that all reports are well maintained and accessible to all LEAD staff on online databases 

Collaborate with consortium members to monitor the implementation of recommendations through field visits. Participate in analysis of data and development of strategies based on the data.


Ensure that all templates and tools for field visits, fact sheets, site assessment, etc. are organized and accessible to LEAD staff

Make frequent visits to the field to monitor the implementation of recommendations from reports and annual workplans and propose recommendations to the management team for quality improvement

Learning:

Support a culture of learning and information sharing among the LEAD team

Identify and document case studies, lessons learned and promising and best practices from the implementation of LEAD and disseminate among LEAD staff and identify ways to disseminate more broadly (both within and out of Tanzania and within and outside of CRS)

Travel to the field regularly to identify areas for improvement and promising/best practices

Support the coordination of annual program reviews and assist in the follow up of actions developed

Coordination and Reporting:

Maintain an updated LEAD quarterly calendar

Participate in preparation of LEAD scope of works, work plans, and continuation applications

Assist the Deputy Chief of Party in meeting donor reporting requirements – monthly, quarterly, semi-annual and annual reports.

Support the Program Assistant in ensuring logistics for meetings, workshops and trainings are appropriately handled

Supervisory responsibilities: none

Direct working relationships

Internal: Chief of Party, Deputy Chief of Parties, Program Quality Manager, Regional Coordinator, Zonal Heads of Office, CRS Finance staff, Senior Project Officers, Project Officers, and other CRS Administrative staff

External: LEAD consortium members, LPTF staff, etc.

Supervisor: DCOP Program Quality and KIM

Qualifications/Education, Experience, Competencies and Other Skills:

Master’s degree in Health Management Information Systems (HMIS), project management, community development, communications, or related field. Desirable: Post-graduate degree in information management, public health or related fields preferred

At least 5 years experience working with health programs. Desirable: Experience with HIV/AIDS programs (ART, HBC, OVC) or community-based project.

Experience on USG-funded health and/or other development programs preferred Experience with knowledge management and M&E systems highly desirable. Fluent in both written and spoken English

Excellent writing skills, experience drafting reports necessary Strong analytical skills

Excellent organizational skills and attention to detail Computer literate (particularly in excel, MS word and email) Strong problem solving skills and ability to resolve conflicts

Excellent interpersonal, organizational and written / verbal communication skills, including in cross-cultural settings

Ability to work effectively under pressure and to organize and prioritize competing activities Desire to work effectively in a team oriented environment

Flexible, self-starter, patient, dedicated, and creative.
