POSITION: PROGRAM INITIATIVE MANAGER – TANZANIA CAPACITY AND COMMUNICATIONS PROJECT

Job Summary:
Tanzania Capacity and Communications Project (TCCP) is a five year project whose goal is to increase the adoption of safer behaviors by Tanzanian adults and high risk populations (adult and youth) to prevent or manage HIV infection, support the up-take of family planning to reduce unmet need, and address maternal, newborn, and child health. CARE Tanzania jointly implements this project with the Center for Communication Programs of the John Hopkins School of Public Health-Dar es salaam. While the project is being implemented in 10 priority regions in Tanzania, CARE Tanzania implements community mobilization activities in 29 districts of the 10 regions namely Mwanza region 7 districts, Geita (2) Mara (4), Shinyanga (3), Simiyu (4), Tabora (2), Iringa (2) Njombe (1), Pwani (2) and Dar es salaam (2). The Program Initiative Manager will be assigned for Mwanza and Mara regions
The Program Initiative Manager retains ultimate responsibility for overall implementation (planning, organizing, executing, monitoring, evaluation and reporting) of program initiative. S/he coordinates the implementation of activities on the regional and district level and report directly to the Technical Coordinator. Ensures sound financial management and effectively provides leadership to program team to deliver as well as establish and strengthen relationship with other collaborators in the program area.
S/he is expected to maintain effective working relationships with other CARE staff working with other CARE program initiatives and impact groups, as well as JHU staff.
Key Responsibilities and Tasks
Job Responsibility #1: Program Initiative Planning, Implementation and Management | 35% of time |
· Testing and adapting, in collaboration with other program team of staff and partners, the TCC program’s theory of change;
· Implement innovative planning of program initiative start-up that ensures synergy with CARE’s Impact Group programming, and the establishment of stakeholders’ ownership of program initiatives aims and objectives.
· Facilitate development of annual plans as per donor and CARE guidelines.
· Facilitate development of periodic plans (e.g. quarterly, monthly) with staff as a means of operationalize annual plan and review work performance.
· Contribute to development, implementation and review of CARE Tanzania Long Range Strategic Plan and relevant Impact Group Strategy as would be required.
Job Responsibility #2: Budget and Resource Management 20% of time |
· Ensure adherence to CARE’s financial and administration (including property and procurement) policies and procedures.
· Create understanding among his/her staff on the financial and procurement procedures, regulations and the respective donor requirements, and monitors compliance.
· Facilitate preparation of annual program initiative’s budget and regular cash flows.
· Manage program initiative’s funds and ensures efficient utilization of funds for maximum impact
· Monitor monthly budget burn rates and make adjustments in implementation or budget re-alignments when needed in line with donor agreement..
· Create enabling environment for smooth Internal and External Audit(s), monitor and facilitate responsiveness to audit findings and recommendations.
· Ensure effective close-out of program initiative grant/contract per CARE Tanzania’s Program Initiative Close-out Checklist.
Job Responsibility #3: Program Initiative Monitoring, Evaluation, Learning and Reporting 15% of time |
· Working closely with the Link-Up Program Quality and Learning Manager, undertake analysis of interventions results, trends analysis for sharing with the program implementing partners and stakeholders to enhance knowledge sharing through dissemination of these reports.
· Represent the project in relevant forums and share feedback on a timely basis with the project and sector teams.
· Ensure timely preparation and submission of project progress reports to CARE and Access Africa Technical Unit Director for EDWE.
· Participate in Project assessment and evaluation and provide support on all technical evaluation i.e. review of tools, processes and reports.
· Ensure compliance to ethical considerations in all project activities, assessments / project evaluation
Job Responsibility #5: Representation, Networking and Relationship building 10% of time |
· Develop and foster effective working relationship with Government from at least Regional level to grassroots level.
· Identify other agencies working for the relevant theme/ area of operation and establish strategic alliances to explore areas for collaboration and expanding and strengthening program impact.
· Communicate effectively through available forums at Regional, district, ward and village level the position or/and role of CARE Tanzania (the program impact group in particular) in the overall implementation of national development Policies/ Strategies/programs.
Job Responsibility #4: Program Growth 10% of time
· Continuously monitor and review uptake of appropriate financial products with an ultimate aim of documenting learning and project scale up.
· Develop capacities of project staff, community, and stakeholders mainly through trainings to produce competent CBTs imperative to financial linkage objectives
· Train and monitor adoption of financial linkage and Financial Education skills by VSL members.
Job Responsibility #4: Staff Performance Management 10% of time |
· Supervise, leads, guide and support direct reports;
· Orient, train, and coach and mentor staff in technical implementation that lead towards quality program impact;
· Complete all performance management activities including: performance planning, talent management, monitoring, annual performance appraisals.
· Take responsibility for new hire staff orientation.
· Identifies skills gaps on staff and facilitates staff capacity building initiatives using processes such as staff performance appraisal assessment and talent management assessment.

Qualifications (Know-How)
Education/Training
Required
· Bachelor Degree in Public Health, Social Sciences, Communication, Education or equivalent;
· Extensive program knowledge with training in Project Management and other relevant skills
Desired:
· A Postgraduate Degree is an asset;
Experience
Required
· Minimum 5 years of work experience in a senior level of implementing a program;
· Desired
· Experience working at senior level in international NGO is desired;
· Knowledge in Fundraising, monitoring and evaluation, capacity building and is desired.
Technical Skills
Required:
· Project finance management experience (administering program budgets, proficiency in project finance reporting
· Grants management experience, including the awarding, administration and monitoring of small and medium-sized grants to local partners;

· Ability to work and communicate with a range of stakeholders including policymakers and government officials, NGOs, the media, community representatives;
· Able to provide technical assistance in the area of gender and women’s empowerment to ensure that programmatic strategies are addressing unequal power relations;

· Proficient in Computer with knowledge in Microsoft Office Suite, Internet usage;
· Ensuring that gender and power dynamics related to communication are taken into consideration;

· Excellent written and oral communication skills, with a fluent writing style and good knowledge and practical use of both English and Kiswahili
