The Julius Nyerere Master's Scholarships , 2014

The University of Edinburgh will offer three scholarships to students from Tanzania for postgraduate Master's study in any subject offered by the University for the 2014-2015 academic session.

The Julius Nyerere Scholarship was set up in 2009 in memory of Mwalimu Julius Nyerere who led Tanganyika to independence in 1961 and became the first prime minister and later president of Tanzania. Nyerere received a scholarship in 1949 to attend the University of Edinburgh where he obtained a Masters of Arts degree that saw him study courses in English, Political Economy, Social Anthropology, British History, Economic History, Constitutional Law, and Moral Philosophy.

The Julius Nyerere Master's Scholarships will cover the full overseas tuition fee, living costs of £10,000, and a return flight from Tanzania to the UK.

The scholarships will be tenable for one academic year. In addition to their studies, the successful applicants will each be expected to participate in Swahili language conversation tutorials. This will amount to no more than 20 hours for each scholar per semester.

EligibilityThe scholarships will be awarded to Tanzanian citizens who are normally resident in Tanzania, and who are accepted for admission on a full-time basis for a postgraduate Master's programme of study at the University of Edinburgh. Applicants who already hold a degree from outside Tanzania will not be considered.

Applicants should already have been offered a place at the University of Edinburgh and should have firmly accepted that offer or be intending to do so.

CriteriaThe three Scholarships are awarded broadly on the basis of academic merit, with candidates requiring a Bachelors degree equivalent to a UK First Class Honours ('First') or Upper Division/Upper Second Class Honours ('2:1') degree.

N.B. The Julius Nyerere Master’s Scholarships are highly competitive and only the best candidates are considered. Prospective applicants should note that, to date, in almost all cases successful candidates for the Scholarships have held a First Class Honours degree. Applicants with a 2:1 Honours degree will be considered if they can show a very strong track record of work experience relevant to their prospective degree.

KPMG seeks a Small Industries Facilities Fund (SIFF) Manager for the Local Investment Climate (LIC) sub-component, Business Sector Programme Support Phase IV in Tanzania. KPMG has been shortlisted by Danida to submit a tender as the Management Contractor (MC) of Local Investment Climate (LIC) sub-component. The four-year programme with a possible extension of up to 24 months will support Tanzania achieve improved conditions for sustained growth and investment in selected local government authorities.
The LIC sub-component will focus geographically on Kigoma and Dodoma regions to address the critical constraints to business growth and economic development at the district level. It shall encourage practical responses to the challenges faced by government and business when seeking to improve the conditions for private sector development and economic development at the district level, and facilitate the creation of district-level Public-Private Dialogue. LIC will also establish a Small Industrial Facilities Fund, which will facilitate investments in public infrastructure and private business facilities with public-good characteristics to unlock critical constraints in local markets and strategic value chains (clusters), and create new business opportunities for local business women and men. The investments will be targeting key agribusiness value chains in the region.
LIC shall closely coordinate activities with other BSPS IV programmes, in particular the Agricultural Markets Development Trust, the BEST-dialogue and Private Agricultural Sector Support Programme (PASS) Trust. In addition, working with strategic national partners such as Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), Association of Local Authorities in Tanzania (ALAT), Tanzania Private Sector Foundation (TPSF) and Tanzania Chamber of Commerce, Industries and Agriculture (TCCIA) the sub-component shall disseminate lessons learnt by government and the business community with other regions across the country. The sub-component will support four outcomes:
  • Outcome 1: Agreement and collaboration among public and private actors on addressing the priorities for local business growth and economic development.
  • Outcome 2: Improved local and sector-specific business environments. assessments
  • Outcome 3: Increased investment in selected regions and value chains.
  • Outcome 4: Improved practices across all regions and districts.
Specific roles and responsibilities:
The SIFF Manager will be responsible for the coordination, monitoring, reporting and evaluation of all small and medium industrial projects funded by the Small Industries Facilities Fund, as well as oversight in all aspects of procurement of goods and services following donor and KPMG regulations. He/she will work closely with the Programme Manager and his/her team to ensure that the scope of work for each SIFF applicant is in line with the LIC sub-component objectives and targets. An important component of the position will include stimulating debate and competition and identifying interventions that catalyse an increase of public and private investment within selected value chains in the regions. He/she will report to the Programme Manager.
Key functions will be to:
  • Oversee implementation of SIFF activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the SIFF funded projects.
  • Promoting visibility of the Fund and supporting coordination with other BSPS IV programmes.
  • Using existing manuals and tools, rapidly develop specific SIFF operating manual outlining the policies and procedures, funding criteria and guidelines of the Fund.
  • Conduct due diligence assessments of SIFF applicants to assess their ability to manage grants and to identify where KPMG can provide support and capacity to manage grant funds.
  • Establish effective systems for managing, monitoring and evaluating SIFF performance.
  • Draft grant agreements and contracts.
  • Prepare progress and financial reports for submission to the steering committee.
  • Together with project director, lead the costing of the annual work plans for the Fund.
General qualifications required:
  • A relevant university degree in engineering or equivalent.
  • 10 years of relevant professional experience.
  • Experience in donor financed project management including financial management, monitoring, and reporting and staff management.
Adequacy for the assignment:
  • Experience with fund management for private sector development including management, reporting and M&E. At least three substantial references.
  • Experience working in public infrastructure projects for at least three years.
  • Experience related to financing of private sector investments will be an added advantage.
  • Fluent in English and Swahili.

He/she will report to the Programme Manager. Additional responsibilities will include:
  • Developing a communications plan that maps all relevant stakeholders and the means to effectively engage them in order to catalyse attention and action to further the goals of this programme. These activities may also result in additional funding.
  • Demonstrating an understanding of the different projects from a communications perspective and being able to factor this in to the communications plan.
  • Designing and operationalizing a working knowledge management system that is simple, inclusive and effective at collecting and disseminating relevant lessons to programme partners and grantees.
  • Proactively seeking new sources of knowledge to complement internal lessons learned. As part of this, contributing to a system of collaboration between existing BSPS IV programmes and LIC sub-component.
  • Consistently keeping the system ‘alive’ by ensuring that information is fresh, relevant and accessible to the correct people.
  • Collaborating with the rest of the programme team as necessary.
General Qualifications:
  • University degree or equivalent training in relevant field.
  • At least 5 years of relevant professional experience.
  • Project management/coordination experience.
Adequacy for the assignment:
  • Experience with development and implementation of monitoring and evaluation systems from projects related to the private sector.
  • Experience with knowledge management.
  • Demonstrated skills in formulating, implementing, and supervising studies including baselines, impact assessment related to private sector activities.
  • Experience with documentation and dissemination of study results including lessons learned.
Fluent in English and Swahili.

The School is pleased to invite applications from outstanding candidates for its Master’s Scholarships (taught or research) for 2014-2015 entry.
About the Awards
The School invites applications for MSc studentships with a value of up to £7,000 per annum, payable in monthly installments. This will be paid pro-rata for part-time candidates. Awardees are responsible for paying their tuition fees, which are not covered as part of this award, to the University.
Eligibility
Applicants for these awards must:
  • Have submitted an application for study in EUCLID,
  • Hold a UK first class honours undergraduate degree (or overseas equivalent) in a relevant field.

RESPONSIBLE TO: PHP IT Partner
The London School of Hygiene & Tropical Medicine, an internationally renowned centre for research and postgraduate education in public health and tropical medicine, requires a PHP IT Support Officer to provide wide ranging support in the Faculty of PHP and across all areas of the School.
IT Services provide and support all IT, web, e-learning and audio-visual/multi-media services for LSHTM. The department consists of the following teams: network support, systems support, helpdesk/user support, projects and web services. IT Services as a whole comprises 42 specialist staff, three placement students and an administrator.
The post holder will report to the PHP IT Partner and work mainly in Tavistock place spending sometime on the helpdesk in Keppel St. You will be working in a Customer support section, alongside the helpdesk, other IT partners and their teams.
As part of the Customer Services Team you will be working on front line support, working closely with the Helpdesk. You will work with all your colleagues across ITS and the faculties, especially the PHP IT Partner, to ensure problem resolution and change management is effective.
The ideal applicant will have proven substantial and successful experience of working on a helpdesk team and adhering to service level agreements. An in-depth knowledge of the Windows desktop support, a good knowledge of the Microsoft Office suite, experience of the production of IT documentation and instructions are essential, along with excellent interpersonal skills, and the ability to work both independently and collaboratively.
Salary will be within the range £31,376 -£36,018 inclusive per annum, with excellent conditions including 30 days' annual leave and 6 Director’s days, pension scheme and interest-free season ticket loan.

Department of Infectious Disease Epidemiology
The London School of Hygiene & Tropical Medicine, an internationally renowned centre for research and postgraduate education in public health and tropical medicine, is seeking to recruit a clinical epidemiologist to work in Kilifi, Kenya, on a project evaluating the impact of Pneumococcal Conjugate Vaccine introduction.
The post holder should be a qualified medical practitioner eligible for medical registration in Kenya. The post holder should also have proven research experience in epidemiological analysis and statistics with a Masters degree or higher in Epidemiology or a related subject. The post holder should have experience of working as a collaborative member of a research team and possess excellent field organisation skills.
The appointment is available immediately and is currently funded until 31 December 2015. Further funding may be available after this date. The appointment will be made on the School’s Clinical Lecturer scale £33,597 to £45,728 depending on qualifications and experience. The post holder will be employed as an academic member of staff of the London School of Hygiene and Tropical Medicine (LSHTM), and will be based full-time at the KEMRI-Wellcome Trust Research Programme in Kilifi Kenya. Additional overseas allowances and benefits will be provided as appropriate.

Quality Assurance Control Manager

Position Description:

·         Perform a weekly audit on all vehicles in the project using the prescribed weekly vehicle audit sheet and perform initial audit on all hired vehicles before they can be allowed to work.
·         Keep an up to date register of motor vehicles and,Enforce company driving regulations as per policy on all company vehicles, both hired and those owned by the company
·         Ensure daily cleaning and log sheets are completed for all chop vehicles and ensure drivers are in appropriate PPE at all times.
·         Ensure all staff in the project have appropriate Personal Protective Equipment (PPE) as required for the job and ensure all PPE is in serviceable condition at all times
·         Ensure Health, Safety and Environment(HSE) Manual is Current and a Living document, Revises it to satisfy statutory and customer needs and ensure all documentations are properly filed
·         Coordinate Customer Survey and Customer feedbacks. Reviews the customer complaints, communicates them to the involved personnel. Selects the appropriate actions with the full agreement of the Site/Project Manager.
·         Attend all daily, weekly or monthly management meetings in the project.
·         Participate in the day to day activities of the project and be a team player at all times.
·         Conduct risk assessments on all the jobs that are performed in your project and maintain
·         generic risk assessments for this. Conduct risk assessments before any new jobs are
·         commenced to ensure the risks are minimized to a safe level. All risk assessments must be filed away.
·         Responsible for overall quality assurance on cleaning & sanitation, supervision for Kitchen, Dining, Store, inside and outside of the dining facilities and Accommodation facilities in the Camp/Village.
·         Ensures that all hot, cold and holding food temperatures are maintained at its proper temperature at all time and  Supervises that all equipment are been used properly by the staff and any mal-function are recorded and reported immediately.
·         Manages pest control activities.
·         Client training attendance – You must attend all relevant training that is carried out by the
·         client and you must ensure that all required staff attends the clients training. This will
·         include but is not limited to fire fighting training, first aid training, Hazard ID training etc.
·         Induction - Ensure all new staff attends the client induction program prior to commencement of work.
·         Training needs analysis – Identify the training requirements of the staff in your project and ensure that they receive training commensurate with their work.
Assists the Executive Chef and the Services Supervisors/ Manager that company training are conducted and documented at the start of each shift to include safety, security, hygiene and sanitation.
